Senior Health and Safety Consultant

Profile Description:

We are seeking an accomplished Senior Health and Safety Consultant with a proven track record of over 20 years in designing and implementing robust Health and Safety management systems within a modern public transportation metropolitan network. The ideal candidate will have a proven leadership background, and possess strong analytical and communication skills, paired with a deep understanding of international Health and Safety principles and best practices gained from modern public transportation within a large metropolitan network. This professional will spearhead the development of comprehensive and transformational Health and Safety strategies to create world class excellence and performance.

Key Responsibilities in the Project:

1. Occupational Health and Safety Management System Development: design and develop from scratch the entire Health and Safety management system and related documentation (according to ISO 45001 and local regulations). This includes the operational, roadmap and activation elements of the entire Health and Safety Management System.

2. As-Is Analysis: Conduct thorough assessments to identify the existing Health and systems, processes, and procedures.

3. Health and Safety Culture Transformation Strategy: Design and administer the overall Health and Safety cultural transformation program (such as Hudson, or Bradley models) including use of Health and Safety roadmaps, climate surveys and other techniques based on a structured approach.

4. Policy Development: Create, review, and refine Occupational Health and Safety policies to align with industry best practice, standards and organizational goals. Develop precise procedural guidelines which have clear expectations and requirements.

5. Guidelines Creation: Establish comprehensive guidelines for safe practices, ensuring organizational-wide awareness of safety protocols.

6. Training and Competency Assurance Implementation: Oversee the implementation of the new system, conducting training sessions and ensuring that the competency assurance program is effective.

7. Continuous Improvement: Implement mechanisms to monitor and continuously enhance the Health and Safety management system.

Duration of Assignment:

The project will last 18 months.

Requirements

Past Experiences:

The candidate must have significant experience in designing and developing Health and Safety management systems within a modern public transportation network from inception, design, construction, commissioning, and handover. The candidate should possess extensive experience in leading and contributing to consulting projects about occupational health and safety management systems development and implementation such as ISO 45001. The candidate will be required to demonstrate their history of successfully executing similar projects.

The consultant should have:

· Knowledge of Health and Safety Legislation: Must have a thorough and in-depth understanding of local and international health and safety regulations, codes and standards relevant to public transportation network within major international cities and ideally the GCC.

· Occupational Health and Safety Management Systems: Consultants should have expertise in developing, implementing, and improving Occupational Health and Safety Management Systems for at least two major projects. This includes knowledge of international standards such as ISO 45001 (Occupational Health and Safety Management System). An understanding of Safety I / II and implementing Resilience principles is desirable.

· Risk Assessment, Risk Management and Hazard Analysis: Strong skills are required in conducting advanced level risk assessments and hazard analyses including Preliminary Hazard Analysis (PHA), BowTie Risk Assessments and Hazard and Operability Problem (HAZOP). The consultants should be able to identify potential hazards, assess risks, and develop strategies to mitigate those risks effectively. A strong understanding of Human Factors within transportation systems and developing strategies around this are desirable.

· Occupational Health, Welfare and Occupational Hygiene: Consultants would have expertise in developing and implementing Occupational Health, Welfare and Occupational Hygiene programs based on international best practice.

· Training and Competency Assurance: Consultants should have experience in developing and delivering Health and Safety Training programs for employees at all levels within an organization. They need to be able to effectively communicate the Health and Safety principles and requirements to ensure proper understanding and compliance. The consultants should have in-depth knowledge on competency assurance programs relevant to this industry sector. An understanding of advanced training techniques including simulators and vocational e-learning is desirable.

· Innovation and Digitization – Consultants should have knowledge of the latest advancements and innovations in transportation Health and Safety that include use of autonomous transportation, telemetry data, AI and digitization.

· Auditing and Compliance: HSE consultants should be skilled in auditing existing Health and Safety Management Systems and processes to identify areas of non-compliance and areas for improvement. They should have experience in developing audit protocols, conducting audits, and providing recommendations for corrective actions.

· Communication and Interpersonal Skills: Effective communication skills are essential for the consultants to interact with all stakeholders at all levels. They should be able to present complex information in a clear and concise manner and build relationships based on trust and collaboration.

· Problem-Solving and Analytical Skills: Consultants need to be critical thinkers who can analyze complex situations, identify root causes of issues, and develop practical solutions. They should have strong problem-solving and decision-making skills to address a wide range of Health and Safety challenges.

· Public Transportation Network Experience: Specific experience gained from large scale and modern multi-model public transportation networks within major cities and conglomerates is essential. Understanding the unique Health and Safety risks, challenges, and best practices within this high-risk sector allows consultants to tailor their services and recommendations accordingly.

· Researching: The Consultant should have experience in conducting detailed research techniques such as benchmarking studies and providing analysis of the mechanisms and best practices used by other comparable transportation system in establishing and activating their Health and Safety processes. This should inform the development of the Health and Safety management system, and overall Health and Safety strategy.

· Continuous Learning: Consultants should demonstrate a commitment to continuous learning and staying up to date with the latest developments in Health and Safety regulations, standards, and best practices. This can be achieved through participation in conferences, workshops, professional associations, and ongoing professional development activities.

· Reports, Policies and Procedures Technical Writing: This includes clarity and conciseness, standardization, compliance and alignment with relevant laws and regulations, continuous improvement and document control.

· Health and Safety Cultural Transformation: The Consultants should have significant experience in designing and developing Health and Safety cultural transformation programs (including Health and Safety Roadmaps and Safety Climate assessments).

Academic Background:

Candidates should hold an internationally recognized bachelor’s degree (or higher such as master’s degree) in Occupational Health and Safety Management. This foundation provides the necessary knowledge to navigate complex Health and Safety challenges.

Certifications & Other Qualifications:

· Chartered Member Institution of Occupational Safety and Health (CMIOSH), or Certified Safety Professional (CSP) or equivalent professional level designation (Membership of the IOSH Railway Group or similar is desirable).

· Health and Certifications such as NEBOSH Level 6.

· EOSH UK Award in Functional Safety Certification (FSC) for Railway and Metro.

· OSH UK Level 3 - Award in P-Way Safety (Railway & Metro).

· ISO 45001 Lead Auditor certification.

· Additional relevant certifications demonstrating expertise in rail health and safety, occupational hygiene (BOHS LIFH, CIH or equivalent), hazard and risk management, human factors.

Languages:

Fluency in English is essential, enabling effective collaboration with diverse stakeholders, conducting training sessions, and preparing comprehensive reports.
