Senior Environmental Management and Sustainability Consultant

Profile Description:

We are seeking an accomplished Senior Environmental Management and Sustainability Consultant with a proven track record of over 20 years in designing and implementing robust Environmental Management and Sustainability management systems within a modern public transportation metropolitan network. The ideal candidate will have a proven leadership background, and possess strong analytical and communication skills, paired with a deep understanding of international Environmental Management and Sustainability principles and best practices gained from modern public transportation within a large metropolitan network. This professional will spearhead the development of comprehensive and transformational Environmental Management and Sustainability strategies to create world class excellence and performance.

Key Responsibilities in the Project:

1. Environmental Management and Sustainability Management System Development: design and develop from scratch the entire Environmental Management and Sustainability management system and related documentation (according to ISO 14001 and local regulations). This includes the operational elements (such as waste management, energy management, pollution control and prevention), strategic roadmap and the activation of the entire Environmental Management and Sustainability Management System (including environmental monitoring).

2. As-Is Analysis: Conduct thorough assessments to identify the existing Environmental Management and Sustainability systems, processes, and procedures.

3. Environmental Management and Sustainability Culture Transformation Strategy: Design and administer the overall Environmental Management and Sustainability cultural transformation program including use of Environmental Management and Sustainability roadmaps, and other techniques based on a structured approach.

4. Policy Development: Create, review, and refine Environmental Management and Sustainability policies to align with industry best practice, standards and organizational goals. Develop precise procedural guidelines which have clear expectations and requirements.

5. Guidelines Creation: Establish comprehensive guidelines environmental management and sustainability practices, ensuring organizational-wide awareness of these protocols.

6. Training and Competency Assurance Implementation: Oversee the implementation of the new system, conducting training sessions and ensuring that the competency assurance program is effective.

7. Continuous Improvement: Implement mechanisms to monitor and continuously enhance the Environmental Management and Sustainability management system.

Duration of Assignment:

The project will last 18 months.

Requirements

Past Experiences:

The candidate must have significant experience in designing and developing Environmental Management and Sustainability management systems within a modern public transportation network from inception, design, construction, commissioning, and handover. The candidate should possess extensive experience in leading and contributing to consulting projects about Environmental Management and Sustainability management systems development and implementation such as ISO 14001, ISO 26000 and ISO 50001. The candidate will be required to demonstrate their history of successfully executing similar projects.

The consultant should have:

· Knowledge of Environmental Management and Sustainability Legislation: Must have a thorough and in-depth understanding of local and international Environmental Management and Sustainability regulations, codes, and standards relevant to public transportation network within major international cities (including KSA 2030 Vision and Saudi Green Initiative).

· Environmental Management and Sustainability Management Systems: Consultants should have expertise in developing, implementing, and improving Environmental Management and Sustainability Management Systems for at least two major projects. This includes advanced knowledge of international standards such as ISO 14001 (Environmental Management System), ISO 50001 (Energy Management Systems) and ISO 26000 (Social Responsibility. Specification). Knowledge of the Leadership in Energy and Environmental Design (LEED) green building certification program and Circular Carbon Economy (CCE) framework is highly desirable.

· Environmental Assessments: Strong skills are required in conducting and overseeing a range of environmental assessments including Environmental Aspects and Impacts Assessment, Community Impact Assessment, and other relevant environmental management assessment techniques. The consultants should be able to identify significant impacts and develop strategies to mitigate those effectively. A strong understanding of sustainability within transportation systems and developing strategies around this are highly desirable.

· Training and Competency Assurance: Consultants should have experience in developing and delivering Environmental Management and Sustainability training programs for employees at all levels within an organization. They need to be able to effectively communicate the Environmental Management and Sustainability principles and requirements to ensure proper understanding and compliance. The consultants should have in-depth knowledge on competency assurance programs relevant to this industry sector. An understanding of advanced training techniques including vocational e-learning is desirable.

· Innovation and Digitization – Consultants should have knowledge of the latest advancements and innovations in transportation which contribute towards high performing Environmental Management and Sustainability.

· Auditing and Compliance: Consultants should be skilled in auditing existing Environmental Management and Sustainability Management Systems and processes to identify areas of non-compliance and areas for improvement. They should have experience in developing audit protocols, conducting audits, and providing recommendations for corrective actions.

· Communication and Interpersonal Skills: Effective communication skills are essential for the consultants to interact with all stakeholders at all levels. They should be able to present complex information in a clear and concise manner and build relationships based on trust and collaboration.

· Problem-Solving and Analytical Skills: Consultants need to be critical thinkers who can analyze complex situations, identify root causes of issues, and develop practical solutions. They should have strong problem-solving and decision-making skills to address a wide range of Environmental Management and Sustainability challenges.

· Public Transportation Network Experience: Specific experience gained from large scale and modern multi-model public transportation networks within major cities and conglomerates is essential. Understanding the unique Environmental Management and Sustainability risks, challenges, and best practices within this high-risk sector allows consultants to tailor their services and recommendations accordingly.

· Researching: The Consultant should have experience in conducting detailed research techniques such as benchmarking studies and providing analysis of the mechanisms and best practices used by other comparable transportation system in establishing and activating their Environmental Management and Sustainability processes. This should inform the development of the Environmental Management and Sustainability management system, and overall Environmental Management and Sustainability strategy.

· Continuous Learning: Consultants should demonstrate a commitment to continuous learning and staying up to date with the latest developments in Environmental Management and Sustainability regulations, standards, and best practices. This can be achieved through participation in conferences, workshops, professional associations, and ongoing professional development activities.

· Reports, Policies and Procedures Technical Writing: This includes clarity and conciseness, standardization, compliance and alignment with relevant laws and regulations, continuous improvement and document control.

· Environmental Management and Sustainability Cultural Transformation: The Consultants should have significant experience in designing and developing Environmental Management and Sustainability cultural transformation programs (including Environmental Management and Sustainability Roadmaps).

Academic Background:

Candidates should hold an internationally recognized bachelor’s degree (or higher such as master’s degree) in Environmental Management, Environmental Science or equivalent. This foundation provides the necessary knowledge to navigate complex Environmental Management and Sustainability challenges.

Certifications & Other Qualifications:

· Chartered Environmentalist (CEnv) or Certified Environmental Professional (CEP) with an international recognized professional association such as the Society for the Environment (SocEnv), Academy of Board Certified Environmental Professionals (ABCEP) or equivalent.

· ISO 14001 Lead Auditor certification (ISO 5001, ISO 26000 desirable).

· Additional relevant certifications such as Diploma in Environmental, Social and Governance (ESG) and equivalents.

Languages:

Fluency in English is essential, enabling effective collaboration with diverse stakeholders, conducting training sessions, and preparing comprehensive reports.
