Beyond the CV: Meet HR Design Consulting, Our New Executive Search Partner in Romania

by Hana Hadzic in , — November 2026
Romania has quietly become one of Central and Eastern Europe's most compelling talent markets. An EU member since 2007 and a full Schengen member since 1 January 2025, the country combines a multilingual workforce with strong technical skills. Its IT&C sector alone accounted for 6.67% of GDP in 2024 and employs close to 200,000 people, with Bucharest as the main hub for technology, engineering, life sciences and shared services.

For international companies, the opportunity is real, but so is the competition for experienced leaders. Getting a senior hire right in Romania takes more than a strong CV: it takes a clear understanding of local business culture, candidate expectations and what truly motivates people to stay.

HR Design Consulting Talentor in Romania

That is why we are delighted to welcome HR Design Consulting to the Talentor network. Based in Bucharest, HR Design Consulting joins Social Talent as Talentor's second partner in Romania, strengthening our executive search and assessment capabilities in the country and the wider region.

HR Design Consulting at a glance

Founded in 2021 by Bianca Vuță, HR Design Consulting started as a people development firm and grew into recruitment because its clients asked for help finding the right people, not only developing them. Today the firm covers the full employee journey: defining roles, finding the right people and helping them thrive once hired. Bianca leads recruitment and people development; Andrei Vuță leads business development and technical recruitment.

We sat down with Bianca to learn more about her story, her approach to hiring for long-term fit, and her advice for companies entering the Romanian market.

Interview with Bianca Vuță, Partner at HR Design Consulting

Bianca, can you tell us a little about yourself, your background and your life outside work?

I'm Bianca, and Andrei is my partner in business and in life. Each of us brings more than 20 years of corporate experience: Andrei's in technology and telecom across South-East Europe, mine in finance and then in people development, including L&D and many years as a trainer and business coach. I founded HR Design in 2021 and Andrei joined right away. We're the proud parents of two teenagers and two cats, who make sure we never take ourselves too seriously.

We are also two very different people, and at the beginning that wasn't always easy. I'm drawn to the emotional and psychological side of people and things, and to everything beautiful, aesthetic and comfortable; Andrei is pragmatic, with intellectual and sporty interests. Over time we realized this is exactly what makes us work, as a couple and as business partners: our differences complete each other instead of pushing us apart, and that has kept us together for the past ten years.

What we share, we enjoy to the fullest: traveling together, cooking and discovering special food, visiting new places, long walks through the city, or a gripping series in the evening. And it's the same in organizations: very different people can work beautifully together, as long as they learn to accept their differences constructively, not as a source of conflict.

What is your favorite thing about the recruitment and executive search industry?

The people. Behind every mandate, especially at CXO level, there is a decision that will shape an organization for years, so the responsibility is real. But so is the satisfaction when the match is right.

"Recently, a client came back to us with two new roles, and in the meeting we talked about the first three people we had placed with them. The technical director remembered two of them as our hires and was genuinely surprised when we mentioned the third: all three were still with the company well over a year later, almost two. Moments like that never get old."

How did you get started in this industry?

For both of us, the move into HR felt natural rather than abrupt. We had spent many years inside large organizations, so working with big companies felt like home. HR Design actually started as a people development firm, with HR processes, training and coaching, and recruitment came later, because our clients asked us to help them find the right people, not only grow them.

Coming from people development, we learned early on to understand people, not just their CVs. Entrepreneurial companies taught us a different pace and way of doing things, and we learned it while growing as entrepreneurs ourselves.

What are the biggest learnings from your career?

It may sound like a cliché, but it's true: never stop learning. Read, meet new people, stay curious and keep adapting, because business moves fast. For me, this also means regularly going through internationally certified programs about human nature, motivation and behavior, both for my own growth and for the people and companies we work with.

And the biggest lesson of all: working with people and leading them is one of the most complex things in the world, and one of the most rewarding. There is no template for a human being.

HR Design Composition Profile

What led you to found HR Design Consulting, and what has recruitment taught you?

For me it was a natural step. For more than ten years before founding HR Design, I had already been working as a trainer and business coach, as a freelancer, alongside my job in finance. So starting my own company felt like an evolution rather than a leap. It's never easy, but we made it work.

My biggest learning in recruitment: don't let first impressions decide for you. A project that looks stuck can turn around very quickly, and one that looks easy can fall apart just as fast. So we stay calm, rely on experience and patience, and the puzzle pieces find their place.

What makes HR Design Consulting different for clients and candidates?

We've been on the other side of the table. We worked in large international companies and led teams, some of them international, so we understand not only the job, but also how a company really works from the inside.

"On top of that, every interview we run includes behavioral and motivational profiling: I'm a LAB Profile® Practitioner, with more than 1,000 LAB profiles done so far, and a Reiss Motivation Profile® Master. And before any search starts, we hold a “Step Zero” session with the client, to agree on what really matters for the role."

Skills get people hired; how they think, what drives them and how they work with others decide whether they stay and succeed. That's the match we look for.

Which roles do you typically recruit, and who are your clients?

White-collar roles, from specialists all the way up to CXO level. We're generalists, but with a natural focus on technology, IT and the medical sector.

Our clients are large and mid-sized companies in those three sectors, but not only. It wasn't a plan at first, it simply happened: over the last six years, most of our projects came from engineering, technology and medical organizations. Probably because our own corporate background speaks their language.

What would you recommend to companies that want not just to recruit great talent, but to retain it?

Remember that recruitment doesn't end when the new person walks through the door. In a way, it continues for as long as they stay. That's why we give our clients more than a CV: we tell them how the person is likely to work and communicate, and what motivates them, so the manager knows how to work with them from day one. Good hiring and real retention go hand in hand; you can't have one without the other.

"And this isn't only true at work. Retention shows up in every relationship, personal ones too. If we want relationships that last, we can't take anyone for granted, as if they are, or will always be, by our side by default. We have to invest in them: every day with family and the people closest to us, regularly with friends. Employees are no different."

What is your #1 piece of advice for a foreign company entering the Romanian market, and the most common mistake you see?

Commit. Romania works best for companies that come with a long-term intention, not just a test. The talent is here: people speak foreign languages and the IT&C skills are excellent.

The most common mistake is underestimating the small differences in business culture. Hybrid work, for example, still matters a lot to Romanian candidates, and ignoring it can cost you the best people. The differences aren't big, but they count, so give your local team time to adapt to your way of working, and take the time to understand theirs.

What are the biggest challenges and learnings from working interculturally?

I wouldn't call it a challenge, more a matter of time and attention. What's normal for you can feel strange to me, and the other way around. So at the start we talk, we ask, and we make things clear. Our biggest lesson: honest, human-to-human conversation, as early as possible, prevents most misunderstandings and conflicts before they happen.

What would a foreign company never guess about the professional market in Romania?

How skilled people here are, and how eager they are to get things done. Give them a real challenge and real trust, and you'll be surprised how far they take it.

Bucharest Old Town

Why did you decide to join the Talentor network?

When Talentor approached us, we talked it over and reached two conclusions quite quickly. First, we genuinely liked every person we met from Talentor; the conversations felt easy and open from the very first call, and our talks with partners in the Czech Republic and Poland confirmed that this is how the whole network works.

Second, we realized how much we had missed the international side of our professional life, something we were both used to for many years. Talentor brings it back, and this time in a network of entrepreneurs like us.

What kind of cross-border mandates do you see HR Design Consulting handling through the network?

First of all, we're here for international companies that want to enter Romania or grow their presence here, and we also support Talentor business coming from Bulgaria and Moldova.
Beyond that, we can add something to any partner's mandate, anywhere in the network: an in-depth motivational and behavioral assessment of shortlisted candidates. I'm currently building this into a dedicated method, which combines LAB Profile®, the Reiss Motivation Profile® and Behavioral Event Interviewing (BEI). And because the work doesn't end with the hire, we also support retention, drawing on my Stay Interview Expert certification.

"In other words, we can help partners not only find the right people, but truly understand them, and keep them."

What do you think is great about being part of the Talentor network?

The mix. Talentor brings international reach and the strength of a global brand; each partner brings the energy and care of an entrepreneur who runs their own business. That combination is rare, and we believe it's a winning one.
